𝐸𝑋𝐸𝐶𝑈𝑇𝐼𝑉𝐸 𝑂𝑅𝐷𝐸𝑅 𝐷𝐼𝑅𝐸𝐶𝑇𝐼𝑁𝐺 𝑇𝐻𝐸 𝐶𝐿𝑂𝑆𝑈𝑅𝐸 𝑂𝐹 𝐴𝐿𝐿 𝑃𝑈𝐵𝐿𝐼𝐶 𝐴𝑁𝐷 𝑃𝑅𝐼𝑉𝐴𝑇𝐸 𝐶𝐸𝑀𝐸𝑇𝐸𝑅𝐼𝐸𝑆 𝐷𝑈𝑅𝐼𝑁𝐺 𝐴𝐿𝐿 𝑆𝐴𝐼𝑁𝑇𝑆 𝐴𝑁𝐷 𝐴𝐿𝐿 𝑆𝑂𝑈𝐿𝑆 𝐷𝐴𝑌 𝐻𝑂𝐿𝐼𝐷𝐴𝑌𝑆 𝐼𝑁 𝑇𝐻𝐸 𝑌𝐸𝐴𝑅 2020 𝐴𝑇 𝑇𝐻𝐸 𝑀𝑈𝑁𝐼𝐶𝐼𝑃𝐴𝐿𝐼𝑇𝑌 𝑂𝐹 𝑀𝐴𝐼𝑇𝑈𝑀, 𝑆𝐴𝑅𝐴𝑁𝐺𝐴𝑁𝐼 𝑃𝑅𝑂𝑉𝐼𝑁𝐶𝐸
WHEREAS, being the only Catholic Nation in Southeast Asia, the Philippines is celebrating All Saints and All Souls Day comes the 1st and 2nd day of November every year;
WHEREAS, All Saints and All Souls Day, is a Christian holiday in honor of all the saints, known and unknown. However, for most people it is a holiday to commemorate all the family members and friends who passed away;
WHEREAS, during these holidays many people come together to the cemetery not only to remember the deceased but also to gather with living members of the family;
WHEREAS, Proclamation No. 922 dated March 08, 2020 of the Office of the President declared a State of Public Health Emergency due to Corona Virus Disease (COVID-19) throughout the Philippines;
WHEREAS, despite stringent health protocols implemented in the national and local government units up to present, cases of infected people continue to rise even in our neighboring towns, cities and provinces where local transmission cases are very alarming;
WHEREAS, there is a need to impose strict measures to avert local transmission in the municipality by restricting any mass gathering and convergence of people, prohibiting non-essential travels, faithful implementation of health protocols, and other measures as provided in the guidelines issued by authorities, towards containing the spread of the virus;
NOW THEREFORE, I, ALEXANDER BRYAN B. REGANIT, Municipal Mayor of the Municipality of Maitum, by virtue of the powers vested in me by law, do hereby order the following; SECTION I: DECLARATION OF CLOSURE OF ALL PUBLIC AND PRIVATE CEMETERIES. In connection with the forthcoming national observance of All Saints and All Souls Day 2020, which shall commence on October 30, 2020 up to November 02, 2020, all public and private cemeteries within the Municipality of Maitum is hereby ordered CLOSED.
This is to prevent any mass gathering and convergence of people which is expected in cemeteries as a traditional undertaking to visit, commemorate, and honor the departed love ones during the celebration of UNDAS 2020. Additionally, the practice of remembering, paying tributes to the faithfully departed and visiting family graves can be done any other time of the year without resorting to mass gathering.
SECTION II: WIDEST INFORMATION DISSEMINATION TO ALL CONCERNED. The Community Development Information Office (CDIO) shall cause the widest information dissemination to all concerned, using all media flatforms. IEC shall be produced and early information shall be made especially to the Catholic Church and Christian Churches in the municipality.
ii.i Coordination shall be made to the following concerned offices to the strict implementation of this ORDER throughout the municipality;
- Philippine National Police, Maitum Police Station;
- The Municipal Administrator;
- The Liga ng mga Barangays (19 Barangays);
- The Cemetery Supervisor/Market Supervisor/Cemetery Caretaker;
- Catholic Parish

f.) Christian Churches
SECTION III: COMPLIANCE. Those who refuse to follow, cooperate, or violates this ORDER shall be penalized in accordance with the provisions of Republic Act 11332 or the Mandatory Reporting of Notifiable Diseases, Republic Act 9271 or the Quarantine Act of 2004, which imposes the penalty or fine ranging from P10,000.00 up to P50,000.00 and/or imprisonment of not more than one (1) year, without prejudice to the provisions of Article 148 and Article 151 of the Revised Penal Code, for Direct Assaults and Resistance or Disobedience to a Person in Authority or the Agent of Persons in Authority, respectively, with a penalty of Arresto Mayor and fine not exceeding One Hundred Thousand Pesos (100,000.00), as the case maybe.
SECTION IV: SEPARABILITY CLAUSE. In the event that any provision of this ORDER or any part hereof is declared unconstitutional, invalid, or illegal by a competent authority or a court of law, the provisions not thereby affected shall remain in force and effect.
SECTION V: REPEALING CLAUSE. All orders, rules and regulations, and other issuances or parts thereof that are inconsistent with the provisions of this ORDER, are hereby repealed or modified accordingly.
SECTION VI: EFFECTIVITY. This Executive Order shall take effect immediately upon its approval and shall remain in force unless otherwise revoked or cancelled or until the accomplishment of the purposes of this ORDER.
